Administrative order served hours before onset of Rosh HaShana

The order

Monday, September 22, 2025, 13:48 A matter of hours before the onset of Rosh HaShana, police officers served a 23-year-old Binyamin resident with an administrative order signed by the GOC of the Home Front Command, Major-General Shai Klapper. The order places the resident, whose parents live in Kochav HaShahar, under nighttime arrest in Beit Shemesh. The resident must also sign in three times a week in the afternoon at the Beit Shemesh Police Station.

Honenu notes that the order, which is effective immediately, was issued without a trial, and without any opportunity for the resident to defend himself. The order obligates him to stay at the home of relatives in Beit Shemesh, and the arrangement was not coordinated with them. In the administrative order, Major-General Klapper inexplicably classifies the relatives’ apartment in Beit Shemesh as the Binyamin resident’s “home”. There is a possibility that this classification is due to erroneous information provided by the GSS to Major-General Klapper.

Attorneys from Honenu stated that they would fight the order. They intend to submit an objection to Major-General Klapper and turn to the court regarding the matter. One month ago, the resident was served with an order signed by Major-General Avi Bluth banning him from entering Yehuda and Shomron.
