Excerpt of the letter
Thursday, April 24, 2025, 19:16 Honenu Attorney Moshe Poleski wrote an urgent letter to the Attorney General, Gali Baharav-Miara, the head of the Police Investigation Unit, Keren Bar Menachem, the Police Commissioner, Daniel Levi, and the Head of the Investigations and Intelligence Department Boaz Blatt demanding that they open a criminal investigation against the head of the Jewish Department of the GSS and confiscate his cell phone. Evidence gathered indicates that the phone has been used to commit crimes. The department head is suspected of a series of charges, among them abuse of power, deception and breach of trust, false imprisonment, conspiracy to commit a crime, conveying disinformation, and corruption of legal proceedings. Yesterday (Wednesday) an additional recording of the department head was publicized, in which he is heard pressuring the Yehuda and Shomron Police Commander, Avishai Muallem, to detain settlers and interrogate them “for appearances’ sake only” before they are placed under administrative detention.
In his letter, Attorney Poleski described the persecution by the GSS of the Jewish residents of Yehuda and Shomron: “For many years, my client [Honenu], through attorneys working under their employ, has represented many suspects who were detained, frequently for many days, for no legal reason. For years, my client has claimed that the suspects suffer from persecution and harassment by the law enforcement authorities. Their civil rights as suspects, as citizens, and as human beings are violated, time after time. The attorneys under my client’s employ, have claimed, in accordance with statements made by the detainees to them, that the General Security Service frequently passes false information to the courts for the purpose of illegally gaining approval to use the draconian means of administrative detention. The authorization of the most senior judges, district court judges and Supreme Court justices is necessary for administrative detention orders.”
Attorney Poleski underscored the severity of the crimes that the head of the Jewish Department of the GSS committed: “Yesterday, (Wednesday) an additional recording of the head of the Jewish Department of the GSS was publicized by the media, revealing that, under instructions from the head of the GSS, he demanded false detentions and unjustified interrogations, ‘interrogations for appearances’ sake only,’ in his words, that were apparently designed to thwart and corrupt legal proceedings and deceive the courts. This is how it is in the State of Israel, including in the highest courts of law. Suspects’ rights are acutely violated.
“This arbitrary and thuggish behavior is reminiscent of dark regimes, and it raises suspicions of continuous, systemic, and intentional violations of the law that directly harm the rule of law and the status of court judges. The head of the Jewish Department was heard in his own voice admitting that many suspects in GSS investigations were detained for several days without evidence, while he also directed and persuaded a senior official in the Israel Police to detain citizens, without any justification, and carry out ‘investigations for the sake of appearances’.”
Attorney Poleski’s letter continues with a list of the crimes that the head of the Jewish Department committed and a demand that his phone be confiscated for investigation, as is customary in every criminal investigation.
