Numa, demanding the demolition of an illegally built balcony which was the site of a terror attack several weeks ago when an Arab mob threw rocks from the balcony at Jews passing the site and injured the eye of a Kiryat Arba resident, a minor. He was immediately evacuated to five days of hospitalization and is currently under medical observation. There is a serious concern that his vision has been damaged. The letter, which was sent immediately after the incident, but has not yet been answered.
“In 2012 I turned to the brigade commander of Hevron and warned him about the balcony being constructed,” wrote Blaycher. “The construction of the balcony is contrary to Paragraph 11(b)(4) of the Hevron Agreement, being as the balcony was built over a renovated destroyed building and is at a height of over six meters.”
In the letter Blaycher mentioned that, “The balcony overlooks the main route at a strategic point which people pass coming up from Ma’arat HaMachpelah [Tomb of the Patriarchs in Hevron] towards Kiryat Arba. The security risk created by the balcony is self-evident.”
Honenu Attorney Chaim Blaycher stresses that the law authorizes Maj.-Gen. Numa to demolish the balcony and eliminate the danger it poses, thus realizing the intent of the Hevron Agreement.
“The balcony was built during a wave of illegal construction which created a massive danger to the security of the main route, about which we constantly warned the authorities. Demolishing the balcony would be an appropriate response to the incident,” concluded Honenu Attorney Chaim Blaycher.
