Thursday, November 18, 2021, 13:09 On behalf of the Bisset family, Honenu Attorney Chayim Bleicher sent a letter to the newly appointed head of the GSS, Ronen Bar, requesting that he involve the GSS with the investigation into the murder of their father, Destau Bisset, Hy”d. The letter described the efforts the family has made as of now to bring the GSS into the investigation, and asked Bar to “rectify the damage done to the family of the deceased and to the security of the citizens of Israel.”
The family cited the distress the delay in solving the murder has caused to them. The damage they feel has been caused to their sense of security and that of the citizens of Israel was also noted. The letter is summarized below:
First of all, we would like to congratulate his honor on being appointed to the important position of head of the GSS and we wish you much success in strengthening the security of Am Yisrael. Our father was murdered in an attack at the time of Operation Guardian of the Walls and the rioting of 2021, which raged at high intensity in the mixed cities, as the ground burned and Jews constituted a target for violent plots and murder by Islamic terrorists. Unfortunately and to our great distress, because of a serious failure by the police, the incident was not investigated at all for seven days, and then the investigation began slowly. The police launched a thorough investigation only after the death of the victim, after considerable and valuable time had been lost from gathering evidence.
As the investigation proceeded, so increased the suspicion that the incident was an intentional murder. During the investigation, a minor was detained on suspicion of murder, and released several days later because of difficulties with the evidence. After him, another suspect, an adult, was detained. His remand was extended several times, however also he was released due to difficulties with the evidence.
The family of the deceased asked various professional and political authorities to act towards involving the GSS in the investigation. To our bitter disappointment and frustration, the GSS has not yet taken on handling the investigation. There is no choice left other than to ask his honor directly to “take the reins”. Thwarting terror is among the tasks of the GSS, and, as of today, at least at the level of suspicion, the attack on the deceased by Arabs with whom he had never had a conflict, was intentional and due to his being a kippa-wearing Jew. There is no doubt that there is at least a suspicion of an act of terror, and the GSS has many authoritative and professional capabilities to investigate the incident that the police do not have.
The failure to solve the murder and the fact that the murderers are walking freely constitute a severe injury to the family of the deceased, and additionally a severe injury to the security of Israeli citizens. You have the authority to order the GSS to handle the investigation, which is likely to bring the murderers to justice and thwart their opportunity to continue to do harm.
Destau Bisset, z”l, age 74, was run over by two Arabs riding electric bicycles in Ramle in May, during Operation Guardian of the Walls, and succumbed to his injuries approximately three weeks later. Eyewitnesses to the incident stated that the cyclists intentionally collided with Bisset, attempted to run over people waiting at a bus station and then fled the scene. As of now, the murderers have not been brought to trial.
