Monday, February 13, 2023, 18:53 In May 2022, Amiram Ben Uliel petitioned the Be’er Sheva District Court with regard to his prison conditions. In the petition, filed by Honenu Attorney Adi Keidar on behalf of Ben Uliel, he requested a transfer from the solitary wing in which he had been held since 2016 to a different wing in the same prison. The Prison Service denied the request, and the office of the State Attorney replied on behalf of the Prison Service. In their response, it became clear that from 2016 to 2020 the requisite hearings and committee meetings on Ben Uliel’s incarceration in the solitary wing had not been held.
Consequently, Keidar wrote a letter to the ombudsman of the State Comptroller’s Office demanding an examination of why Ben Uliel’s incarceration in the solitary wing had not been recorded and why all procedures required by law and directives had not been followed when making relevant decisions.
The ombudsman determined that some of Keidar’s claims are justified: For two years, 2017-2019, the Prison Service computers did not record that Ben Uliel was being held in the solitary wing of the prison, contrary to Prison Service directives. The ombudsman rejected Keidar’s claim that in fact, the Prison Service had not recorded Ben Uliel’s presence in the solitary wing from 2016 to 2020.
Honenu Attorney Adi Keidar: “The response from the ombudsman reveals only an extremely small portion of the treatment by the Prison Service of Ben Uliel. His conditions are extreme by any standard and hurt Ben Uliel and his family for no reason. Unfortunately, the Prison Service is working hand in hand with the GSS regarding Ben Uliel. Their goal is revenge for exposing the torture that Amiram underwent during GSS interrogations. The time has come for these two authorities to understand that prison conditions are not punitive and to allow Ben Uliel to transfer to the Torani [for religious Jewish prisoners] wing, like the other Jewish security prisoners.”
